If you’re learning to drive in Scotland right now, the DVSA’s reforms aren’t just headlines — they’re already happening. But here’s the important bit: most of these changes aren’t unique to Scotland. Some are UK-wide already, while others are being trialled in Scotland first before spreading south of the border.

1. Longer Notice for Cancellations
From 8 April 2025, you must now give 10 full working days’ notice to cancel or change your car driving test across the whole of Great Britain — Scotland, England, and Wales included.
This replaced the old 3-day rule and is designed to stop last-minute cancellations that waste thousands of test slots. Scotland isn’t alone here; the rule is already enforced UK-wide.
2. The 7-Point Plan to Cut Waiting Times
The DVSA’s 7-point plan is also a UK-wide initiative, but Scotland has been one of the hardest-hit regions for long waits, so it’s being felt most strongly there. Key actions include:
- Recruiting 450 new examiners nationwide
- Cracking down on bots and third-party resellers
- Reviewing how far ahead tests can be booked
- Rolling out the Ready to Pass? campaign to stop under-prepared candidates wasting slots
The comparison: Wait times are painfully long across the UK. Some English centres still average around 15–18 weeks, while Scottish centres often top 20+ weeks. The DVSA admits it won’t meet its promised 7-week target until summer 2026 everywhere.

- Fewer compulsory pull-overs (from 4 to 3)
